The Operator Profile engine profiles the person or team making the decision rather than the project itself. The same project can be a good or bad idea depending on who is running it, how much capital they can actually absorb, and how they behave under stress. It produces a hurdle rate and an approvals-confidence score that can be linked into the Financial Decision Engine.

Viability and risk scores tell you about the project. The Operator Profile tells you about the person running it. This distinction matters because the same project can succeed or fail depending on who is behind it.

Decision-making style

A short four-axis quiz places the operator against one of several archetypes based on energy source, information processing, decision style, and structure preference. Used as context alongside the numeric scores.

Risk tolerance vs. risk capacity

WaVES separates these deliberately. Risk tolerance is how much risk you say you're comfortable with. Risk capacity is how much you can actually absorb, calculated from liquid capital relative to what the project needs, adjusted for guarantee exposure and stress response. A gap of more than 4 points between the two triggers a capacity mismatch flag.

Track record

Years active, completed projects, largest project size, and historical cost and time overruns feed a track-record score alongside any default history.

Nigeria-specific factors

  • Land title type and history of Omo-Onile disputes.
  • Diaspora vs. resident status, and how the project is supervised on the ground.
  • FX access channel and prior devaluation exposure.
  • Off-plan track record: units sold vs. delivered, and any history of failed off-plan delivery.
  • REDAN membership, company structure, and other professional registration.
  • Unbudgeted facilitation costs, power provisioning assumptions, and experience in the specific state.
