The Project Viability Score Calculator blends two kinds of confidence into a single Project Viability Score: the Reality Score (whether the hard facts check out, including compliance gates drawn from the Compliance Gate engine, probability, structural, and temporal factors) and the Perception Score (how good the evidence behind the numbers actually is, assessed across the Data, Information, Knowledge, and Judgment hierarchy). The blended Project Viability Score (PVS), and whether it triggers a hard stop, can be linked into the Financial Decision Engine's risk input.
A project can have strong numbers and still be built on weak evidence. The Project Viability Score Calculator scores both the facts and the quality of the information behind them separately, then combines them.
Reality Score (BBC-tM)
- Compliance gates: drawn directly from the Compliance Gate engine, title, zoning, permits, environmental clearance, and litigation status. Any failing gate pulls this component down sharply.
- Probability: likelihood-weighted items such as completing without major legal dispute, staying within 15% of budget, stable demand at completion, and timely approvals.
- Structural: site access, topography, soil and flood risk, distance to demand centres, and comparable development quality.
- Temporal: schedule realism, inflation exposure over the build period, policy stability, and supply-chain reliability.
Perception Score (DIKW)
- Data: recency and accuracy of the underlying survey, soil report, and title documentation.
- Information: clarity of zoning and permitting communication and known stakeholder positions.
- Knowledge: how recent and local the demand signals actually are.
- Judgment: whether the feasibility model has been cross-checked against comparables, stress-tested, and whether an explicit exit strategy exists.
The blended Project Viability Score
Reality and Perception scores combine into a single Project Viability Score. This score, and whether it triggers a hard stop, can be linked into the Financial Decision Engine's risk input via the Link Manager.
